*Anyone applying for the NBOA Director of Assignments/Supervisor of Officials position must submit their written application to the NBOA post office box no later than April 26th, 2012.
REGISTRATION and APPLICATIONS
Membership requires that each official registers with both the Northwest Basketball Officials Association (NBOA) and the North Carolina High School Athletics Association (NCHSAA). In order to be registered with NBOA, the registrant must submit a signed and dated application form accompanied with the appropriate fee (check or money order only) to the Secretary/Treasurer—failure to do so will delay and/or prevent the official from receiving a schedule; also, the application form and fees must be submitted in accordance with the time stipulated on the form. The form can be downloaded in the PDF format by clicking on the “Application Form” tab to the right of this post [NOTE: The 2012-2013 form is not yet available]. When your registration is completely processed, your name will also be listed under the “Registered Officials” link to the right of this post [This section will be published when the application form is posted]. Please note that submitting an application does not guarantee the acceptance of the application. If the application is denied and/or rejected, the full refund of the application may be refunded at the discretion of the board of directors.
Registration with the NCHSAA is done by creating an account on the NCHSAA website ( http://www.nchsaa.org/ ). The deadline for registering is September 15th of each year. NCHSAA might extend that deadline for first-year officials, but that is not a given. When actually registering you will be asked to specify which association is your local chapter, please list “Triad” (TBOA) if you intend to officiate public high school junior varsity games; if you are only participating in NBOA for all other non-public high school assignments, you will register as a “Middle School Only” participant. Once you are registered you will receive via postal mail a rule book package from the NCHSAA.
Every official is also required to take the on-line exam (All exams are taken at exams.nfhs.org).
CLINICS
The attendance of weekly clinics is also required of all officials. NBOA clinics begin on the first Monday after Labor Day, September 10th starting sharply at 7:00 PM, running for 9 weeks consecutively each Monday evening (these clinics will again this year be held at Parkland Senior High School in the auditorium and classrooms at the newer facility on the campus) and lasting approximately an hour to an hour and a half. NOTE: ANYONE ARRIVING AFTER 7:10 PM WILL NOT RECEIVE CREDIT FOR ATTENDING. Although everyone is encouraged to attend all of the scheduled clinics, third-year and up officials are required to attend a minimum of 60% of available dates; first- and second-year officials need to attend a minimum of 80% of available dates.
NOTE: Please bring pen and paper to record any and all relevant information.
Attending the NCHSAA or State Association pre-season meeting is also required (once that date and time is known, it will be posted here). Official gear including pants, shirts, jackets, whistles, etc. was available for purchase prior to and after this meeting.
OFFICIAL GEAR
Each official should have at least one of the following:
• Traditional White and Black Striped V-Neck Shirt (may be used on the recreational level)
• Grey V-Neck Shirt (mandatory for all Jr. Varsity and up levels)
• Lanyard
• Fox-40 Whistle (not a mini-Fox 40 or a whistle with a pea)
• NCHSAA-Approved Black Warm-up Jacket with NCHSAA patch (available for purchase at the State Basketball meeting)
• Black, BELTLESS, pleated pants
• Black shoes (worn with black socks/stockings)
ARBITER
Internet access is imperative as all officials are required to have the ability to regularly check personalized email as well as a means to see their entire schedule along with the names and phone numbers of their partners. Once registered with NBOA, the Supervisor of Officials will list you in the database of our assigning program, ArbiterSports ( http://www.arbitersports.com ). The program will issue you a “Welcome” message sent to your email address. You will then be asked to fill in ALL personal fields, including address, phone numbers, social security number (this is a secure site and your social security number is NOT available to anyone but only to trusted administrators) and upload a digital picture of yourself. Also, you will be informed how to “block out” the dates that you are unable to officiate. It is imperative that you update any and all of these fields as often as necessary.
If games are paid through NBOA, checks will be issued shortly after your assignment depending on league payment schedules, but generally no longer than three weeks afterwards. Once checks are issued, they will be shown in the ArbiterSports program under the “Payments”>”Paysheet” tabs; therefore, if there is a check number and amount listed, you can expect your check in a day or so if your address is more or less local to Winston-Salem. Also, the NBOA website ( http://nboa.info/ ) will be updated regarding the date range for specific leagues and games along with the specific mailing date.
Questions about Arbiter may be directed to any board member.
YMCA GAMES & REQUIREMENTS
ALL officials are also ANNUALLY required to submit THREE forms for YMCA payment disbursement. They are as follows: 1 – Security Check Authorization – Independent Contractor; 2 -W-9: Request for Taxpayer Identification Number and Certification; and, 3 – Independent Contractor Agreement For Sports Officials. The three forms are all located on the NBOA website ( www.nboa.info ). Please note that the completed forms must be mailed to the YMCA address posted on the website and NOT to NBOA. These forms need to be mailed PRIOR to the season! Failure to submit these forms will at best delay your payment and at worst cause you not to receive payment for games under the YMCA umbrella.
When officiating at the YMCA, please make sure that you fill out, in ink, a voucher for each set of games you do at ANY of the YMCA locations—this paperwork is sent in to the YMCA Central Office in downtown Winston-Salem for processing; obviously, they cannot process what they do not have. Also, the NBOA Secretary/Treasurer or the Supervisor of Officials do not play any part of the YMCA payment process.
ALWAYS CONTACT YOUR PARTNERS!
Another notable issue is that you should ALWAYS make contact with your partner(s) at least 48 hours prior to the games that you officiate, confirming specific date, location and time of the game(s). Officials are required to arrive at least 30 minutes prior to game time for all Varsity assignments and at least 15 minutes prior to game time for all Junior Varsity and Middle School assignments; and, expected to be on-site at least 10 minutes prior to game time for all other assignments. Officials are also encouraged to ride together whenever possible.
